Rosie Pearson
Corporate Director
Rosie Pearson has overarching responsibility for all Local Partnerships’ business development and strategic activities. This work reflects changing public priorities and the strategic direction of our Board.
She oversees client management including liaison with local and combined authorities, and government departments. She also has responsibility for our internal operations.
A qualified CIMA accountant, Rosie joined Local Partnerships in 2014. She has spent the majority of her career advising the public sector on complex PPP/PFI projects, from project inception and feasibility, through the procurement and dialogue process and subsequently advising on issues relating to operational projects. She was previously responsible for Local Partnerships’ PPP/PFI Programme, supporting public sector clients across England and Wales. She is passionate about increasing the commercial skillset and contractual awareness of the public sector, whether on PFI, PPP or other complex contracts.
Prior to joining Local Partnerships, Rosie was a financial advisor at Grant Thornton and KPMG (New Zealand) advising public sector clients on establishing PFI, PPP and outsourcing projects across a wide range of sectors.
Rosie is a member of Loughborough University’s School of Business and Economics Strategic Advisory Board and is a non-executive director and chairs the risk and audit committee of Zemo Partnership, a not-for-profit, independent partnership jointly funded by government and its members. Zemo Partnerships is a collaborative which brings together government, industry, NGOs, experts and key stakeholders with a shared vision of accelerating transport to zero emissions.
