Programme Director – PPP & PFI
Rosie, a qualified CIMA accountant, has extensive experience in advising the public sector on PFI/PPP procurements and operational projects. Since joining Local Partnerships in May 2014, Rosie has led reviews of operational PFI projects for the DfE, Home Office and DfT as well as local government clients. She supports clients seeking to achieve operational efficiencies and resolution on specific contractual issues/disputes. She has recently advised the Welsh Government on the development of the Mutual Investment Model, their new PPP programme.
Rosie is passionate about increasing the commercial skillset and contractual awareness of the public sector, whether on PFI, PPP or other complex contracts. Prior to joining Local Partnerships, Rosie was a financial advisor at Grant Thornton and KPMG advising public sector clients on establishing PFI, PPP and outsourcing projects across a wide range of sectors including education (PFI and BSF), health (primary and acute), housing and waste. At KPMG, based in New Zealand, Rosie led the firm’s advice on the first NZ PPP to reach financial close (Hobsonville Schools) and development of business cases for future procurements.
