Cathy joined Local Partnerships in 2016. Cathy has more than sixteen years’ experience as a legal adviser acting on major public and private sector projects, including PFIs, and their procurement. She has worked in-house for public authorities and most recently as a partner in private practice. As well as acting for public sector organisations, she has advised private sector consortia, their construction, hard FM and soft FM contractors, banks and other investors, and she has also worked with the third sector and community bodies. Cathy’s career spans more than 80 successful projects in sectors including housing, education, health, social care, regeneration, transport, accommodation, sports and leisure, energy, renewables, retrofit and waste. A number of these projects were time-critical and high profile, most notably on the Olympic Park where she led the legal advisory team supporting the Mayor on delivery of the infrastructure for the Games and ensuring a regeneration and sporting legacy for east London. Cathy also advises on public procurement law issues and State Aid and is a member of the Procurement Lawyers’ Association and the Society of Construction Law.
